Refugee protection

The following sections contain information on the most important international treaties and agreements of which Zambia is signatory, as well as national legislation relevant to the protection of refugees.
Zambia succeeded to the 1951 Convention Relating to the Status of Refugees and its 1967 Protocol in 1969. Since then, it’s also ratified the 1969 OAU Convention Governing the Specific Aspects of Refugee Problems in Africa and 1954 Convention Relating to the Status of Stateless Persons. Zambia, however, is not party to the 1961 Convention on the Reduction of Statelessness.
In addition to the international legal protections, Zambia’s main domestic legislation which governs asylum includes the 1970 Refugee Control Act. In 2017, this act was replaced by the Refugees Act 2017 which established the Office of Commissioner for Refugees and included both the rights and obligations of refugees and asylum seekers in Zambia.

LRF Zambia provides free legal advice to the public, with offices throughout the country. Through litigation, LRF provides equal opportunities for access to justice by giving legal aid services at no cost. LRF identifies refugees and asylum seekers in prisoners and engages with the UNHCR on issues regarding legal assistance to refugees. LRF provides legal advice services and representation to refugees before courts in designated camps around the country.
