The following sections contain information on the most important international treaties and agreements of which Tajikistan is signatory, as well as national legislation relevant to the protection of refugees.
In 1993, Tajikistan acceded to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol. Tajikistan is not yet a State party to the 1954 Convention relating to the Status of Stateless Persons or to the 1961 Convention on the Reduction of Statelessness. It is, however, a party to other international instruments, such as the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child, which establish obligations relating to the right to nationality and enjoyment of fundamental rights by stateless persons.
The national legislative framework governing asylum in Tajikistan consists of the Law on Refugees. Refugee status determination (RSD) in Tajikistan is conducted by the Department of Citizenship and Work with Refugees (DCWR) under the Passport Registration Service (PRS) of the Ministry of Interior.

The Civil Society Support Center (CSSC) implements a program of social and legal assistance to Afghan refugees and asylum seekers in the Sogd province, northern Tajikistan (Consortium of Initiatives).Assistance to legalize their stay in Tajikistan and to integrate in the local community takes priority. The Civil Society Support Center (CSSC) also provides medical assistance in emergency cases and mediation between refugees and medical institutions. It offers training to members of the refugee community, based on on their needs, their age and gender. Beneficiaries can attend vocational courses (sewing and bakery); awareness raising workshops (domestic violence,HIV/AIDS) and courses in Dari, English, Russian and computer. The CSSC focuses on livelihood and self-reliance, providing vocational training and vital skills and capacity-building training based on the refugees’ needs. Employment, entrepreneurship, small business development are highly prioritised.
