Refugee protection

The following sections contain information on the most important international treaties and agreements of which the Republic of Moldova is signatory, as well as national legislation relevant to the protection of refugees.

Since 2002 the Republic of Moldova has been both a party to the 1951 Convention relating to the Status of Refugees and to its 1967 Protocol. The Republic of Moldova deposited its instruments of accession to the 1954 Convention relating to the Status of Stateless Persons and the 1961 Convention on the Reduction of Statelessness with the United Nations on 19th April 2012. 

In 2011, the government adopted the Law on Integration of Foreigners in the Republic of Moldova Law nr. 274. This law provides partial transposition of the European Council Directive no. 83/2004/CE of 29 April 2004 on minimum standards for the qualification to be third country nationals or stateless persons as refugees or benefit of persons who otherwise need international protection and the content protection granted.

A highly specialised public institution that provides intervention in cases of crisis for persons identified as victims of trafficking and those in risk situations. The centre originally began assisting in January 2001 with the support of the International Organization for Migration, in response to the growing demand for rehabilitation services for a large number of Moldovan women returning from Balkan states. The centre provides food, medical, social, psychological and legal services to victims of trafficking, victims of domestic violence, vulnerable and unaccompanied children and migrants.

Centrul de Drept al Avocaților (CDA) (Law Center of Advocates) is a public, non-political, non-profit association, registered since 1997 at the Ministry of Justice of the Republic of Moldova. The organization promotes fundamental rights and freedoms of asylum seekers, refugees, people with humanitarian protection, stateless persons, persons at risk of becoming stateless, and foreigners in difficulty (including foreigners in public custody) by providing legal assistance, training, monitoring and advocacy.

‘Edopomoha’ meaning ‘Help is there’ in Ukrainian is a dedicated virtual toolkit launched by the Danish Refugee Council Ukraine’s Legal Aid Team.

The online platform allows people in need to access legal info and legal updates on Ukrainian and other legislations in relevant languages as well as to make a referral to free legal aid services in Ukraine and other countries.

Organisation calling on social institutions to take joint action to prevent violations of human rights, with a special focus on the rights of women and children who are victims of trafficking. Providing refugees from Ukraine with legal and psychological advice, assistance and social adaption, along with helping with the purchase of food and medication.

Center working to promote the realisation of the rights of men, women and children affected by human trafficking, domestic violence and other people at risk. They provide children, women, and their families with qualified social, psychological, pedagogical, humanitarian and legal assistance. The centre can connect you with legal services to help with identification documentation and preparing immigration applications. They are also currently providing assistance to refugees from Ukraine, through help to get clothing, food and transport, to arranging psychological and legal consultations.

The CCR offers social assistance, employment counselling and cultural activities to refugees and asylum seekers. Their mission is to facilitate the pre-integration of asylum seekers and integration of refugees and beneficiaries of humanitarian protection into the Moldovan society by conducting community-based activities and ensuring self-reliance through employment.

The NGO upholds the values of democratic decision-making, respect for and observance of human rights and adherence to the principles of gender equality and non-discrimination. They work to increase the level of civic engagement of the population and the responsibility of individuals in power for ensuring the rights of women. Recently, the centre has been working with refugees from Ukraine to provide food, clothing, and personal hygiene and household cleaning products. They have also brought in social workers and psychologists to assist with their work. There are plans to develop their assistance and support refugees in employment so they can achieve economic independence

RCTV Memoria is a non-profit and independent rehabilitation centre for victims of torture and inhuman and degrading treatment. They provide medical, psychological, and humanitarian assistance to refugees and asylum seekers, with an individual approach, and a particular focus on trauma assistance. They are currently providing necessary assistance to refugees from Ukraine, including providing medical, psychological and social assistance.

SCM is an implementing partner of the UNHCR social programme that includes providing in-kind support and medical assistance to the most vulnerable groups of asylum seekers and refugees, arranging community activities to help refugees with integration into society, and ensuring access of asylum seeker and refugee children to education.
