Refugee protection

The following sections contain information on the most important international treaties and agreements of which Niger is signatory, as well as national legislation relevant to the protection of refugees.

Niger acceded to the 1951 Convention relating to the Status of Refugees in 1961, following its independence, and ratified the 1967 Protocol relating to the Status of Refugees in 1970 (hereinafter jointly referred to as the 1951 Convention). Moreover, Niger ratified the 1969 OAU Convention Governing the Specific Aspects of Refugee Problems in Africa (the OAU
Convention) in 1971. Niger also acceded to the 1954 Convention relating to the Status of Stateless Persons  in November 2014 and to the 1961 Convention on the Reduction of Statelessness  in 1985, with reservations in respect of Articles 11, 14 and 15. In addition, Niger ratified the 2009 African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (the Kampala Convention) in 2012, and was the first country in Africa to adopt a national law on internal displacement.

MNDHP has worked with refugees from Congo, Liberia and Chad living in Niger. The organisation has also provided legal assistance to the president of the association of refugees living in Niger in connection with his detention. MNDHP has also worked to reintegrate those displaced within Niger. With the assistance of their partners, MNDHP works to obtain potable water, training in hygiene for these populations and to ensure that children in these communities have access to education.

DRC operates in five regions of Niger: Tillaberi since 2014, Diffa since 2016, Maradi since 2019, and Dosso and Taouha since 2022. These are the regions in which the inhabitants are among the most vulnerable and at risk of violations of their rights. Several programs are implemented through trans-border initiatives with Mali and Burkina Faso.

DRC supports individuals, households, communities and authorities in the sectors of Protection, Shelter and Settlement, Food Security and Economic Recovery, and Humanitarian Disarmament and Peacebuilding.

In Niger, the ICRC helps people affected by conflict in the south-east or fleeing fighting in north-east Nigeria. With the Niger Red Cross, we deliver aid, treat the wounded, provide water and support farmers. ICRC monitor International Human Rights Law compliance, protect detainees and help them maintain contact with their families.
